On September 7, 2025, the Tax Department officially launched a set of three digital tax handbooks for business owners, chief accountants, and individual business households. This marks an important step in the digital transformation process, aiming to help taxpayers access tax policies more quickly, transparently, and conveniently.
The handbooks are integrated with AI to support taxpayers in Q&A, enabling easy access to legal documents, forms, instructional videos, and tax administrative procedures. With an intuitive design and infographic presentation, they are user-friendly even for beginners.
The digital tax handbooks are not only professional support tools but also “companions” for enterprises and business households, contributing to the realization of Resolution No. 57-NQ/TW on the development of science, technology, innovation, and national digital transformation.
According to the Tax Department, the issuance of this set of handbooks pursues three key objectives:
- To accompany, support, and provide maximum convenience for taxpayers.
- To ensure transparency, publicity, and easy access to tax laws and policies.
- To encourage voluntary compliance and foster a healthy, sustainable business environment.

- Handbook for business owners: Tax obligations, legal responsibilities, and benefits of applying e-tax solutions – helping business owners make quick, lawful decisions.
