On October 3, 2023, the Prime Minister issued Decision No. 25/2023/QĐ-TTg on the reduction of land rental fees for 2023. (Effective from November 20, 2023)

Key highlights include:

Eligible Entities for 2023 Land Rental Reduction

Organizations, units, enterprises, households, and individuals currently leasing land directly from the State under a Decision, Lease Contract, or Land Use Rights Certificate (including ownership of housing and other assets attached to the land) issued by a competent state authority under the form of annual land rental payment (hereafter referred to as “land lessees”).

Additionally, this applies to cases where the land lessee is not currently eligible for land rental exemption or reduction, has completed a previous exemption or reduction period, or is currently benefiting from a reduction under the Land Law or related legal provisions.

Reduction Level

A 30% reduction on the payable land rental amount (arising for 2023) for eligible land lessees. This reduction does not apply to outstanding land rental debts from previous years or any late payment interest (if applicable).

Application Dossier

  • Application letter requesting the 2023 land rental reduction, using the form provided in the Appendix attached to this Decision.
  • Copy of the Land Lease Decision, Land Lease Contract, or Land Use Rights Certificate issued by a competent state authority.

Land lessees must submit one set of the application dossier (via one of the following methods: in person, electronically, or by post) to the tax authority managing land rental collection, the Economic Zone Management Board, the High-Tech Park Management Board, or other relevant agencies per tax administration laws, from the effective date of this Decision until March 31, 2024.

Applications submitted after March 31, 2024 are not eligible for the reduction under this Decision.
