Circular No. 58/2026/TT-BTC, issued by the Ministry of Finance on May 25, 2026, provides guidelines on the accounting regime applicable to micro-enterprises. This Circular takes effect from July 1, 2026, and applies to financial years starting on or after July 1, 2026, superseding the previous regulations under Circular 132/2018/TT-BTC.

  • Micro-enterprises shall base their accounting book entries on their applicable methods for paying Value-Added Tax (VAT) and Corporate Income Tax (CIT), in accordance with the corresponding provisions set forth in Circular 58/2026/TT-BTC.
  • In the event an enterprise changes its VAT or CIT payment method, it must adopt a list of accounting books that corresponds with the new tax payment method.
  • If an enterprise undergoes a change in criteria during a financial year and no longer qualifies as a subject of Circular 58/2026/TT-BTC, it is permitted to continue applying this Circular until the end of the current financial year. Starting from the subsequent financial year, the enterprise must adopt an appropriate accounting regime in accordance with legal regulations.
  • Micro-enterprises may opt to apply the accounting regime designated for small and medium-sized enterprises (SMEs) if it better suits their business characteristics and management requirements. However, the selected accounting regime must be applied consistently throughout a single financial year.
  • Household businesses and individual business operators that elect to apply the accounting regime under Circular 58/2026/TT-BTC must also do so consistently throughout a financial year. Any modifications to the accounting regime may only be implemented at the beginning of the subsequent annual accounting period.
  • Micro-enterprises are permitted to design, modify, or supplement accounting voucher forms and accounting books to align with their operational characteristics and management needs. Nevertheless, they must ensure strict compliance with the Accounting Law – meaning transactions must be reflected fully, promptly, truthfully, and transparently, and the records must facilitate ease of inspection and reconciliation.
  • In cases where micro-enterprises utilize electronic invoices and are supported by the tax administration information system to determine and receive notifications of the tax amount payable, they shall utilize the accounting book templates provided in Circular 58/2026/TT-BTC to track and reconcile data against the tax authority’s notifications.
