On February 3, 2026, the Ministry of Finance signed and promulgated Circular 09/2026/TT-BTC, detailing the creation, management, and use of electronic social insurance (SI) books and health insurance (HI) cards, effective immediately upon signing. The document aims to promote digital transformation, reduce paperwork, and enhance convenience for citizens and businesses within the social and health insurance system.
1. Scope of regulation
The Circular applies to employees, participants of SI/HI/unemployment insurance; employers; Vietnam Social Security and related agencies, excluding subjects belonging to the Ministry of National Defense and the Ministry of Public Security. All transactions must be conducted electronically through the National Population Database and the National Insurance Database.
2. Regulations on creation and content
- Electronic SI book: Created by electronic means from the National Insurance Database based on a unique SI number, stored in the personal data management repository, and integrated with level-2 VNeID and VssID accounts. It includes personal information, payment history, and benefit entitlements equivalent to a paper book.
- Electronic HI card: Contains full information as prescribed, linked to VssID/VNeID, and is used to replace paper cards when seeking medical examination and treatment, as well as for payment of expenses.
The SI agency is responsible for processing dossiers, updating data, and returning electronic results via email or the data repository.
3. Instructions for use
Participants access the level-2 VNeID app, VssID, or email to receive and use the electronic SI book for resolving SI/unemployment benefits; and use the electronic HI card for medical examination, treatment, and payment.
Agencies resolving regimes shall not require a paper SI book if the participant submits an electronic version.
Medical examination and treatment facilities shall not require a paper card and must autonomously look up and authenticate information on the National Insurance Database.
4. Transition and effectiveness
Paper SI books for which benefits have not yet been resolved and have not been updated will be added to the system by the SI agency for processing. HI cards on VssID issued before February 3, 2026, will continue to carry the same legal validity as paper versions. The Circular replaces old regulations, supporting uniform implementation starting from February 2026.
